AI Referral Automation for Primary Care Clinics
Key people at Locata.
Locata was founded in 2025 by Joshua Chang (Founder) and Alejandro Salinas (Founder).
Locata is an AI referral management platform for Primary Care. We deploy AI agents to automate every step of the referral process that back-office staff face daily, from submitting prior authorizations to broadcasting updates and following up with patients. This frees up staff to focus on patient care.
Primary care back-offices are severely understaffed and overburdened by administrative work associated with referrals. Additionally, patients suffer navigating the complex referral process, which can have disastrous health effects if they don’t get the care they need. These factors point to a glaring gap in the system:where out of over 100 million specialist referrals issued annually in the US, only half are actually completed. Locata is tackling this problem head-on, saving administrative staff hours each week and ensuring that the referral process goes as smoothly as possible for patients and their providers.
Alejandro and Josh met at Stanford where they graduated with BS degrees in Computer Science. Alejandro was a senior software engineer at Meta’s Reality Labs where he led development of several AI features for wearable products and prior to that conducted AI research at Stanford Medicine. Josh graduated with a masters in Computer Science, specializing in AI, before working as a software engineer at Google where he developed AI products that served over 1 billion users.
Within two weeks of building our product, we signed a major regional health center and have saved them over 100 hours of work in our first month live.
Key people at Locata.
Locata is an AI-driven referral automation platform designed specifically for primary care clinics, with an initial focus on community health centers. It automates the entire referral management workflow, from extracting referral data from electronic health records (EHR) to submitting prior authorizations, monitoring referral status, communicating with patients, and closing the referral loop by collecting specialist consultation notes. This automation reduces administrative burden, cuts costs, and improves patient care continuity by ensuring timely specialist referrals and follow-ups[1][2][3].
Founded by AI experts from Stanford, Google, and Meta, Locata serves primary care providers and community health centers struggling with the time-consuming, error-prone referral process. By automating these workflows, Locata enables healthcare staff to focus on higher-value tasks, improves operational efficiency, and helps health centers meet quality standards while reducing financial risks associated with referral management failures. Early customers have reported significant time savings and streamlined operations[1][2][3].
Locata was founded in 2025 by Alejandro Salinas and Joshua Chang, two Stanford-educated AI engineers with backgrounds at Meta Reality Labs and Google, respectively. Alejandro led AI projects at Meta and conducted AI research at Stanford Medicine, while Josh worked on AI products serving over a billion users at Google. The idea emerged from their shared recognition of referral management as a critical yet broken and labor-intensive part of healthcare, especially in primary care settings. Within two weeks of building their product, they secured a major regional health center as a customer, marking a pivotal early traction moment[1][6].
Locata rides the growing trend of AI and automation in healthcare operations, addressing the critical pain point of referral management—a historically manual, error-prone, and costly process. The timing is favorable due to increasing pressure on primary care providers to improve care coordination, reduce administrative overhead, and meet quality and financial standards in value-based care models. The platform’s ability to integrate with existing EHRs and payer systems aligns with the broader healthcare digitization and interoperability movement. By closing referral loops reliably, Locata helps reduce care gaps, a major challenge in healthcare outcomes, thus influencing the ecosystem toward more efficient, patient-centered care delivery[1][2][3][4].
Locata is positioned to expand rapidly within the primary care and community health center markets, leveraging its AI-native platform to scale referral automation. Future growth will likely be driven by broader adoption of AI in healthcare workflows, increasing regulatory and payer demands for care coordination, and the ongoing digitization of healthcare data systems. As Locata matures, it may extend its platform capabilities to other care settings and specialties, deepen integrations, and enhance patient engagement features. Its influence could catalyze a shift in how healthcare providers manage referrals, setting new standards for operational efficiency and patient care continuity.
In summary, Locata’s mission to close the referral loop with AI automation addresses a critical healthcare bottleneck, combining cutting-edge technology with deep domain expertise to transform primary care referral management.
