France 2030

Based in Paris, France, France 2030 is a national investment plan designed to fund industrial sovereignty, decarbonization, and technological innovation across strategic sectors. The state-backed initiative operates with a total budget of €54 billion to support emerging technologies in areas such as nuclear energy, artificial intelligence, and healthcare. By the end of 2023, the program had committed €20 billion in capital, following an initial deployment of €8.4 billion across 1,752 projects during its first year. Capital deployment is overseen by Secretary General Bruno Bonnell and managed through state operators such as Bpifrance and the French National Research Agency. The initiative targets the creation of 500 research-led startups annually and receives guidance from Innovation Council members including Mistral AI founder Arthur Mensch and CMA CGM executive Rodolphe Saadé. France 2030 was launched in 2021 by French President Emmanuel Macron.
