The Disability Opportunity Fund

The Disability Opportunity Fund (DOF) operates as a community development financial institution, a 501c(3) non-profit organization dedicated to serving the disability market across the United States. It delivers specialized financing, technical services, and policy advocacy, primarily focused on expanding access to suitable and affordable housing and crucial related services for individuals with disabilities. DOF’s approach integrates financial solutions with expert guidance to bolster infrastructure supporting this underserved population.

DOF was co-founded by Charles D. Hammerman and Nanci B. Freiman, launching its operations in April 2007. Their shared insight recognized a significant market need for dedicated financial and technical resources to address the unique challenges faced by the disability community, particularly in securing accessible housing and support services. This foundational understanding drove the creation of an entity specifically designed to bridge existing resource gaps.
