William Allen

William Allen is the Co-Founder and General Partner of Harpoon Ventures, an early-stage venture capital firm based in San Diego, California. A former officer in the U.S. Marine Corps, Allen established the firm in 2018 alongside former Navy SEAL Larsen Jensen to bridge the gap between commercial technology and the defense sector. Under his leadership, the firm recently raised a new $120 million fund to invest in emerging technologies designed to counter geopolitical threats from global competitors like Russia and China. To date, Harpoon Ventures has successfully facilitated 52 federal contracts worth a total of $496 million across eight different government agencies for its portfolio companies. Drawing directly on his extensive military background, Allen currently focuses on guiding early-stage tech startups through complex federal procurement processes to accelerate the deployment of critical defense technology.
