Shelly Kapoor Collins

Shelly Kapoor Collins is the Founding Partner and General Partner at Shatter Fund. With over 20 years of experience as a tech founder and investor, she focuses on returns-driven investments in technology companies led by women, building a portfolio that includes GlamSquad and UrbanSitter. During the 2012 election cycle, she served as a national co-chair for technology for the Obama presidential campaign and was subsequently appointed to the National Women’s Business Council by the Obama Administration. Additionally, she acted as Vice Chair of Secretary Hillary Clinton’s Women in Public Service Project and holds both a Master of Science and a Bachelor of Science in Management Information Systems from the University of Maryland College Park. Her career centers on the intersection of technology, innovation, and policy, with a primary focus on funding and mentoring female entrepreneurs globally.
