Richard Spencer

Richard Spencer is the Managing Director of Pallas Ventures, the non-executive Chairman of Austal Ltd, and an advisor to the US Innovation and Technology Fund based in Washington DC. He previously served as the 76th Secretary of the Navy, leading a federal defense department with over 750,000 personnel and an annual budget of approximately $200 billion. Before his high-level government service, Spencer spent sixteen years on Wall Street and held prominent corporate executive roles, including Vice Chairman and Chief Financial Officer of Intercontinental Exchange. Additionally, he served as President of Crossroads Investment Management LLC and Managing Director of Fall Creek Management LLC. After graduating from Rollins College and beginning his professional career as a helicopter pilot in the US Marine Corps, he now focuses on venture capital investments in dual-use technologies with compelling national security applications.
