Norman Liang

Norman Liang is a Partner at Upshot Ventures and an independent startup advisor based in San Mateo, California. He brings over 25 years of professional experience to the technology ecosystem, having operated as an executive, venture capitalist, and mentor since establishing his advisory practice in January 2005. Prior to joining the seed-stage fund Upshot Ventures in June 2023, Liang directed business development and growth initiatives at Sungy Mobile from March 2012 to August 2015. Additionally, he has served as an active investor with WI Harper Group since January 2016 and earned a Bachelor of Arts in Economics from Haverford College between August 1994 and May 1998. His current professional focus centers on providing capital, mentorship, and strategic guidance to early-stage technology companies operating across the digital media, consumer electronics, and software sectors.
