Jay Kwon is the co-founder and Chief Technology Officer of Scoop, an artificial intelligence startup based in San Francisco, California. Founded in 2025 and backed by Y Combinator, the two-person company develops AI agents to automate Investigational New Drug filings and reduce regulatory submission timelines from months to days. Prior to launching Scoop alongside former Dropbox product leader Vincent Park, Kwon worked as a Senior Software Engineer at Google, focusing on applied AI research for Gemini's Chain-of-Thought capabilities. His earlier career includes bioinformatics engineering roles at Genentech and Corestem, where he supported Phase III clinical trial designs for an ALS therapy. He holds a Master of Science in Computer Science and Biotechnology from the University of Pennsylvania. Kwon currently focuses on bridging artificial intelligence with life sciences to accelerate clinical research and drug development.
