Previously, Parks served as a technology policy analyst at the U.S. Department of State, advising diplomats on emerging trends in artificial intelligence, quantum computing, and virtual reality. He holds a Computer Science degree from Georgia Tech and previously worked as a software engineering intern at the Georgia Tech Research Institute before successfully bridging software engineering and federal policy.
