TÖDEB is not a company but a professional trade association representing payment and electronic money institutions operating in Turkey.[1][2] Established in 2020, it functions as a public institution with legal entity status, serving as the mandatory membership organization for all authorized payment and electronic money service providers in the country.[1][2] The association currently represents 64 electronic money institutions and 26 payment institutions, providing a coordinated platform for cooperation and development within Turkey's fintech sector.[3]
TÖDEB's primary mission is to represent the interests of its member institutions, facilitate industry cooperation, and support the development of Turkey's payment services and electronic money ecosystem. Rather than building products or serving end customers directly, the association acts as a regulatory and advocacy body for the institutions that provide these services to the public.
TÖDEB was established in 2020 under the framework of Law No. 6493 on Payment and Securities Settlement Systems, Payment Services and Electronic Money Institutions.[1] The association's creation was formalized through Law No. 7192, which amended the original legislation to establish TÖDEB as a mandatory professional organization.[2] This regulatory foundation reflects Turkey's broader effort to create a structured governance framework for its rapidly growing fintech sector, ensuring that all payment and electronic money institutions operate under unified professional standards and oversight.
