Silicon Valley Taiwan Investments, embodied by the Asia Silicon Valley Development Plan 3.0, is a strategic national initiative by the Taiwanese government. This program builds a framework to bolster exports in Artificial Intelligence of Things (AIoT) and significantly increase startup investment. Its technical approach integrates generative AI, miniaturized AI, 5G, and satellite networks, promoting system-level integration of hardware and software to convert emerging technologies into scalable applications and foster new business opportunities.

The initiative was formulated by the Executive Yuan of the Taiwanese government, evolving through prior iterations to its current 3.0 phase (2025-2028). The core insight driving this sustained effort is the critical need to respond to the rapid growth of generative AI and to guide Taiwanese industry through the dual challenges of digital transformation and achieving net-zero carbon operating models, thus ensuring future economic competitiveness.

The plan's beneficiaries include Taiwanese industry and startups, alongside innovative domestic and international talent.
