The Massachusetts Clean Energy Center (MassCEC) is a state economic development agency accelerating the clean energy sector. It drives innovation by funding early-stage companies, developing technology, piloting decarbonization solutions, and investing in workforce training. MassCEC provides critical support for clean energy projects, including operating facilities vital for offshore wind development.
Established by Chapter 23J of the General Laws, MassCEC began operating in 2009. Its foundation traces to the Massachusetts Legislature's 1997 electric utility deregulation, which created the Renewable Energy Trust Fund. This fund, sustained by a systems benefit charge, underpins MassCEC's strategic initiatives. The organization is currently led by CEO Ben Downing.
MassCEC supports an ecosystem of early-stage clean energy companies, developers, communities, and institutions. It partners with policymakers and innovators to grow the clean energy economy. The agency's vision is to accelerate climatetech innovation, meet the Commonwealth’s climate goals, and bolster Massachusetts’ international climate leadership, fostering economic growth.
